Foreword
Since 1998-1999, the Conseil des arts et des lettres du Québec (CALQ) has offered, under its grant program for professional artists, career grants intended for artists with a minimum of 20 years of professional practice whose contribution to their discipline has made possible the renewal of artistic language. 

The founding members of the CALQ and the members of the board of directors who followed have always been aware of the importance of tangibly supporting ongoing artistic creation and have ensured that the grants do not mark the crowning achievement of an artist's career but seek instead to foster the pursuit of a longstanding artistic approach.


Objective
The career grants offered by the CALQ are intended to recognize the outstanding contribution that artists or writers make to Québec's cultural vitality. These grants are reserved for artists or performers who are active in Québec and who, on the strength of their professional experience, are vigorously pursuing their artistic approach. By awarding these grants, the CALQ hopes to enable them to pursue their artistic activities by means of a substantial financial assistance.


Grant categories

Career grants
Three career grants are offered to artists working in at least one of the following fields: circus arts, media arts, multidisciplinary arts, dance, popular song, literature, storytelling, arts and crafts, music, theatre and architectural research.

Jean-Paul Riopelle Career grant
This grant reflects the government's desire to emphasize the outstanding contribution made by painter Jean-Paul Riopelle to Québec culture and is intended solely for visual artists.

Career grant for scriptwriters and filmmakers
Stemming from the measures in the Plan de soutien au cinéma et à la production audiovisuelle adopted by the government in 2003, this annual career grant is intended for scriptwriters and filmmakers working in the realms of fiction, art, experimental or documentary film.

Literature and storytelling Career grant
Stemming from the measures in the Forum sur la création littéraire au Québec, this annual career grant is intended for writers, storytellers and spoken creation in the profesionnal literary field.


Eligible applicants and disciplines covered 
Applicants must have at least 20 years of professional experience and have made an outstanding contribution to their discipline through their participation, among other things, in the renewal of artistic language. They must exercise a key influence on the development of artistic trends and thought and their work must be a source of significant inspiration in their milieu.

For the purposes of this program, the term "artist" also refers to writers, storytellers and craftspeople.

Artists are defined as follows:
  • they declare themselves to be professional artists;
  • they practise an art on their own account or offer their services for remuneration, as creators or performers, especially in the fields under the responsibility of the CALQ;
  • they have gained the recognition of their peers;
  • they disseminate or publicly interpret their works in places and/or contexts recognized by their peers.


An artist or a writer submitting an application must be a Canadian citizen or a landed immigrant as contemplated in section 2(1) of the Immigration and Refugee Protection Act and in both instances must normally reside in Québec and have resided there over the past twelve (12) months.

An artist who has lived outside Québec for two or more years is not eligible for the program unless he maintains his status as a Québec resident. In this instance, it is incumbent upon the artist to demonstrate his eligibility by confirming that he participates in the Québec health insurance plan (Régie de l'assurance maladie du Québec).

The following individuals and projects are ineligible for this grant:

  • artists' or writers' groups;
  • legally constituted groups;
  • members of the board of directors of the CALQ;
  • previous recipients of a career grant awarded by the CALQ;
  • winners of a 2011 or 2012 Prix du Québec;
  • projects that have already received financial support under another program of the CALQ or from another granting agency.


A candidate may only apply for one type of career grant. 

Artists working in the visual arts may only apply for the Jean-Paul Riopelle career grant. 

Only filmmakers and scriptwriters working in film may apply for the career grants for scriptwriters and filmmakers. Artists in the realm of the new media are eligible for other career grants.


Specific rules for career grants
An applicant who has already received financial support under a CALQ grant program other than a Career grant may submit an application in this grant category in 2012-2013 if his project is not completed.

Starting in 2011-2012, an artist who receives a career grant is obliged to submit a Report on the use of the grant within three months of the completion or his project or before he submits any new application, regardless of the program or section. The CALQ must have approved this report. However, he may, under exceptional circumstances, submit an application for a travel grant if he complies with the following specific conditions:

  • the project supported has not been completed; or
  • the project was completed less than three months ago.



Amount of the grant
Three career grants and the Jean-Paul Riopelle career grant are awarded every two years. Each of these $60 000 grant will be spread equally over two years.

One career grant for scriptwriters and filmmakers will be awarded each year. The grant in the amount of $100 000 is not renewable.

Neither the grants nor the instalments may be awarded posthumously.


Presentation of the application
Individuals wishing to apply for a career grant must fill out the application form. This form may be downloaded here. Only the signed original copy of the form is deemed to be valid.

Applicants must submit a complete application and be sure to include all of the documents that they consider relevant to the evaluation of their application. Applications may not be faxed or submitted by e-mail.

Applicants who move after submitting their applications must promptly notify the CALQ of their new address.


Contents of the application
A single copy of the registration file must be submitted (21.6 cm x 27.9 cm or 8½” x 11”). To facilitate photocopying, do not staple, bind or print the documents on both sides of the page.

The application must include:

  • the applicant's up-to-date curriculum vitæ;
  • a two- to ten-page typewritten text explaining the grant's importance to the applicant from the standpoint of the development of his career and work intentions;
  • an up-to-date list of the applicant's artistic achievements;
  • printed or visual documents or sound recordings illustrating the applicant's work;
  • selected items from the applicant's press kit;
  • any other items that the applicant deems relevant to the assessment of his application.


Only visual documents, sound recordings and publications will be returned to applicants within 90 days of the announcement of the results.

The CALQ is not responsible for the loss of the documents submitted or damage sustained by them during shipping. Applicants should never submit the originals of documents or supporting material with their application.

Subject to the provisions in the Act respecting Access to documents held by public bodies and the Protection of personal information, the CALQ respects the confidentiality of the documents and information in its possession and of those sent to it.


Processing of application 
Within four weeks of the registration deadline, the CALQ sends an e-mail acknowledgement to applicants who have an e-mail address. Applicants who submit their applications to the CALQ's offices receive a dated acknowledgement of receipt.


Validation of the application
A program manager ascertains whether the applicant and the project satisfy the eligibility criteria

Evaluation by a jury
Before the juries meet, copies of each application and, as the case may be, of supporting documents, are sent to all members for examination. The juries meet and evaluate all the applications.

Decision
Approximately three months after the registration deadline, the CALQ informs the artist in writing of its decision concerning his application.

When an application is approved, the artist will receive along with the approval letter, a document outlining all the terms and conditions governing the use of the grant.


Evaluation of the application
Juries whose members must be drawn from the bank of resource persons that the Board of Directors of the CALQ approves evaluate the grant applications.

All applications are assessed on their merit, in light of the objectives and evaluation criteria specific to the different sections of the program. The selection takes into account both the comparative value of the projects and the funds available.

The CALQ's management confirms the juries’ decisions. Decisions are final and without appeal.

Three months after the announcement of the results, the CALQ makes available the names of the members of a jury.


Ethics
Board members, members of juries and employees of the CALQ are subject to codes of ethics. All must act in good faith in performing their duties and refrain from taking part in any discussion concerning a grant application that risks creating a conflict of interest. Confidential or privileged information transmitted to them may not be used for personal reasons. 


Evaluation criteria
Applications are assessed according to the following criteria:

  • the quality of artistic work;
  • the applicant's contribution to his artistic discipline and his influence;
  • the interest and relevance of the grant in relation to the artist's approach and the development of his career;
  • the quality of the applicant's argumentation and the interest of his work intentions.

If the registration deadline falls on a weekend or statutory holiday, it moves to the next business day.

The CALQ deems the postmark to be the date of reception of the application.

Incomplete applications or those received after the registration deadline are ineligible.

The artist must be sure to provide the documents indicated in the Contents of the file section when he submits his application.



Awarding of grants
In the case of career grants for screenwriters and film directors, the first instalment of a grant obtained after the October 2012 registration period will be paid in February 2013 and the second instalment will be paid in February 2014.

In the case of career grants and the Jean-Paul Riopelle career grant, the first payment will be made in February following the next registration date and the second one the following February.

In keeping with current tax legislation, the recipient must declare the amount of the career grant that he receives. The CALQ issues in respect of each grant recipient a tax information slip and submits a list of grant recipients to the ministère du Revenu.

By cashing the cheque, the recipient undertakes to carry out the project stipulated and to comply with the conditions governing payment of the grant.

The recipient undertakes to submit a detailed report on the use of the grant or the outcome of his research and a statement of expenses incurred, using the Report on the use of the grant form provided by the CALQ. The report must be submitted not more than three months after the project's completion and must be approved by the CALQ.

The outcome of a research project remains the property of the artist, as do any rights he may hold on any work, specification, drawing, document, plan, report, datum, invention, method or process produced in conjunction with the program. However, the CALQ may reproduce certain of these documents for the purpose of internal management.

When the project leads to public activities such as performances or exhibitions or to publications, the CALQ's logo or mention of its contribution must appear in information or promotional documents or advertising in order to give an account of the use of funds earmarked for cultural activities. Artists obtaining a grant must comply with standards governing the use of the CALQ's logo, as described in a document available from the CALQ or on its Web site.

Failure to comply with any of these conditions may make the applicant ineligible for subsequent registration in the grant program for professional artists.
