Foreword
At
its June 23, 1999 meeting, the Québec Cabinet adopted new guidelines
concerning the visual identification of the Québec government (Order
770-99). The measures are intended to ensure more effective, visible,
coherent communication with Quebecers.
The
ministère des Relations avec les citoyens et de l'Immigration (MRCI)
received a mandate to oversee the administration of this new visual
identi-fication program, which imposes on government departments and
agencies a graphic concept of the administrative signature, i.e. the
word "Québec" followed by the fleurdelisé flag, above
which the name of the government department or agency appears. The
program also orders the elimination of any former signature or
existing logo.
In
September 2001, the Service de l'identification visuelle
gouvernementale, which reports to the MRCI, provided each government
department and agency with its new visual identification and issued
directives governing its use.
New
signature
Here
is the Conseil's new signature:

To
avoid needless repetition, "du Québec" has been removed
from the Conseil's name.
However,
any mention of the Conseil in a text must use its full name,
"Conseil des arts et des lettres du Québec," as stipulated
in the legislation establishing the body.
From
now on, all artists, writers and arts organizations supported by the Conseil must use this new image
and remove all prior versions from their electronic files or archives.
Different models of the logo are compatible with PC or Macintosh and can be downloaded from the Conseil's Web site (see further down
on this page).
Failure to comply with the logo and acknowledgement procedures or
fraudulous use of the logo may jeopardize the eligibility to submit a
subsequent application.
Rules
governing the granting by the Conseil of financial assistance
In
accordance with the procedures respecting the payment and use of
grants awarded by the Conseil des arts et des lettres du Québec, as
described in its programs, artists whose projects lead to public
activities such as performances or exhibitions or to publications must
mention the Conseil's contribution in information and promotional
documents and advertising in order to account for the use of public
funds allocated to cultural activities. The artists must also comply
with standards governing the use of the Conseil's logo.
The
Conseil wishes to thank artists for their collaboration in
implementing its policy concerning visibility and transparency in
respect of the management of public funds.
Description
of the logo
The
Conseil des arts et des lettres du Québec's signature comprises three
indissociable components:

the
body's name;

the
word "Québec";
-
the
fleurdelisé flag.
The
flag is an integral part of the logo.
The
downloadable models on the Conseil's Web site must always be used as
such, regardless of the format or the field of application. The downloaded
signatures must not be altered in any way, except for
reformatting.
Where should the logo be used?
The
Conseil requests that artists use its logo in the following documents:
invitations, promotional brochures, exhibition catalogues, concert
programs, sound recording covers or booklets, advertisements (provided
this does not engender additional costs), audiovisual material used
for promotional purposes, the credits of a work whose creation the
Conseil supported, press releases, mention on the Web of the artist,
and so on.
Where should the logo be placed?
The
Conseil requests that its logo appear on promotional and information
documents produced by artists who receive grants. The position and
size of the logo should reflect the importance of the Conseil's
contribution.
Artists
who also receive financial support from another Québec government
partner must comply with other rules governing the use of the
Conseil's logo. They are encouraged to consult the Conseil's Web site
concerning visibility standards intended for
organizations supported by the Conseil. (in French only)
How should the logo be applied?
Printed
documents
The
dimension of the Conseil's logo must be equivalent to that of other
logos when it appears in a series, i.e. equivalent to the height of
the flag.
The
height of the flag must never be less than 5.5 mm (roughly
1/4 inch).
There
are three versions of the Conseil's signature: two-colour, monochrome
and reversed.
In
order to optimize the technical rendering of the signature, two
separate tracings of the flag have been made, one normal and the
other, reversed. Never
produce a reversed version using the normal tracing, since the
fleur-de-lis symbol is different. Always use the
downloadable model.
Audiovisual
productions
For
the purpose of audiovisual productions, the Conseil's signature must
be centred and it must never be less than 2/10 of the overall width of
the screen.
When
possible, the two-colour version should be used on a black or white
background. However, when circumstances so require, the inverted or
monochrome version may be used. It should be noted that this is the
only use possible of the monochrome version in electronic productions.
A
specific version of the logo has been created for use on a black or
dark background, exclusively reserved for use in television, video and
cinema. The colours used are defined by the RGB colour system and are
indicated as follows: R-0, G-50, B-255.
