FOREWORD
In
conjunction with discussions surrounding the renewal of the partnership
agreements concluded with the Conseil des arts et des lettres du Québec
(CALQ) that expired on March 31, 2010, the partners from the Montérégie
region agreed to pinpoint new financial commitments totalling $922 500
intended to support artists and writers at all stages of their careers
and arts organizations in light of specific objectives adapted to each
territory served.
The
partners in the territories of the Agglomération de Longueuil, Montérégie
Est and the Vallée-du-Haut-Saint-Laurent are targeting common
objectives in order to foster the rapid development of the arts and
literature, diversify professional artists' and writers' sources of
income, and contribute to their retention, while fostering the emergence
of the up-and-coming generation of professional artists.
These
agreements include the creation of the Fonds pour les arts et les
lettres de l'agglomération de Longueuil, de la Montérégie Est et de
la Vallée-du-Haut-Saint-Laurent, under which $167 500 of the annual
appropriation is earmarked for the implementation of sections 2A, 2B and
2C. Of this amount, $83 750 is intended for up-and-coming artists and
writers.

Section 2A, Support for Agglomération de Longueuil artists and writers, has an annual budget allowance of $67 500, half of which
is intended for up-and-coming artists and writers 35 years of age or
under.

Section 2B, Support for Montérégie Est artists and writers, has a budget allowance of
$70 000 for 2011, $30 000 of which are
intended for up-and-coming artists and writers 35 years of age or under.
-
Section 2C, Support for Vallée-du-Haut-Saint-Laurent artists and writers,
has a budget allowance of $57 500 for 2011, nearly one-third of which is
intended for up-and-coming artists and writers 35 years of age or under.
These
agreements reflect departmental policy directions concerning the
democratization of culture and confirm CALQ's commitment to
acknowledge regional distinctiveness (the regions account for 40% of the
total investments devoted to the implementation of the three sections).
They confirm the financial commitments of the Conférence régionale des élus de l'agglomération de Longueuil
(CRÉ de l'agglomération de Longueuil) and
the Forum jeunesse Longueuil (FJL) to section 2A, of the Conférence régionale
des élus de la Montérégie Est (CRÉ-ME) and the Forum jeunesse Montérégie
Est (FJME) to section 2B, of the Conférence régionale des élus Vallée-du-Haut-Saint-Laurent
(CRÉ-VHSL) and the Forum jeunesse Vallée-du-Haut-Saint-Laurent
(FJVHSL) to section 2C. The
arts and literary communities can also rely on the collaboration of the
Conseil montérégien de la Culture et des Communications (CMCC) with
respect to guidance and advice, in particular in respect of
up-and-coming artists and writers as regards the preparation of a grant
application.
These
agreements have been made possible through the close collaboration of
the CRÉ de l'agglomération de Longueuil and the FJL, the CRÉ-ME and the FJME, the CRÉ-VHSL
and the FJVHSL, the CMCC, the ministère de la Culture, des
Communications et de la Condition féminine (MCCCF), the ministère des
Affaires municipales, des Régions et de l'Occupation du territoire
(MAMROT), and CALQ.
GENERAL
ELIGIBILITY CRITERIA
Professional artists and writers and professional artists' or
writers' groups working in the realms of the circus arts, the media
arts, the multidisciplinary arts, the visual arts, popular song,
storytelling, dance, literature, the arts and crafts, music, theatre and
architectural research are eligible for sections 2A, 2B and 2C.
Professional artists
The term “artists” includes writers, storytellers and craftspeople.
Artists define themselves as follows:
-
they
declare themselves to be professional artists;
-
they
create works or practise an art on their own account or offer their
services for remuneration as creators or performers, especially in
the fields under the responsibility of CALQ;
-
they
have gained the recognition of their peers;
-
they
disseminate or publicly perform their works in places and/or
contexts recognized by their peers.
They
must be a Canadian citizen or a permanent resident within the meaning of
section 2 (1) of the Immigration and Refugee Protection Act. In both
instances, they must usually reside in Québec and have resided in the
Montérégie region during the preceding 12 months.
Young
up-and-coming professional artists and writers
Young up-and-coming professional artists or writers must satisfy the preceding definition and be 35 years of age or under on the registration deadline.
Moreover,
the artists must have:
-
participated
in at least one production outside of their training, in a context
recognized by their peers;
or
-
have produced and disseminated publicly at least one work outside of
their training in places and/or contexts recognized by their peers.
Writers
must have:
-
published
at least one book or disseminated a minimum of three texts published
in a literary genre eligible for a grant offered by CALQ, i.e. a
work of fiction or an essay devoted to the arts or literature.
Publications in electronic format and works published at the
author's expense are also eligible.
Storytellers
must have:
If
applicants submit a project in a discipline other than the one in which
they usually pursue their careers, their projects must satisfy one of
the dissemination requirements indicated above.
Artists
who submit a project at the beginning of their careers must be sponsored
by a professional organization or supervised by a professional artist or
writer recognized in their region.
Artists'
or writers' groups
A group refers to a group of artists or writers, regardless of their
number. Each member of the group must be an artist or a professional
writer as defined above and satisfy the program's eligibility
requirements.
One member must represent the group as coordinator and the group must
not have received financial support for the same project under other
CALQ programs. The same coordinator must always represent permanent
groups unless exceptional circumstances arise.
In the case of architecture, a group is not a professional firm but
rather a one-off group of professionals formed in order to carry out a
specific project.
A group legally constituted as a profit-making or non-profit corporation
or general partnership is ineligible for this program.
GLOSSARY
Literature
Fiction includes the novel, poetry, the fiction essay, storytelling, the
short story and young people's literature. Essays focus solely on the
exploration of artistic and literary life.
Literary shows
This notion refers to a text that an author performs before an audience.
This text can be derived from one or several literary works and may rely
on other artistic disciplines and/or theatrical techniques.
Storytelling show
This practice refers to shows based on stories drawn from the oral or
written tradition or new creations. The storytelling show usually
displays a simplicity of means in which the spoken word predominates. It
is noteworthy in that the oral recitation or narration is detached from
the mechanisms of writing and is sustained by the proximity of the
listener so that the story is reinvented every time that it is told.
Architecture
Architecture includes practices, discourse and works that are aimed at
the renewal of artistic language through the realization of activities
and the dissemination of creative approaches linked to changes in the
means of expression in the realms of architecture, landscape
architecture, urban planning and urban design.
RESTRICTIONS
Artists who, at the time of submitting their applications, have already received financial assistance from the Fonds pour les arts et les lettres de l'agglomération de Longueuil, de la Montérégie Est et de la Vallée-du-Haut-Saint-Laurent or CALQ grant programs (except travel grants and studios and studio-apartments if their period of residency has not been completed) may submit a new application provided that they have first submitted the final report on the use of the grant, regardless of the program or section. CALQ must have approved this report.
Artists or writers may not, within a given registration period, submit two projects in the same section, whether individually or as part of an artists’ or a writers’ group, regardless of the discipline.
In the event that the artist applies to different CALQ grant programs, in particular those pertaining to the regional funds, and the
CALQ recommends one of these grants while the other applications are being processed, the applicant will have 10 business days following the date of the announcement letter that he receives to inform the
CALQ whether or not he accepts this grant. Beyond this deadline, if the
CALQ does not receive this information, it will award the grant recommended and the other applications will become ineligible.
Members of the staff of the CRÉ de l'agglomération de Longueuil and the FJL, the CRÉ-ME and the FJME, the CRÉ-VHSL and the FJVHSL and the CMCC are ineligible for this program.
SPECIFIC ELIGIBILITY REQUIREMENTS
Section 2A - Support for agglomération de Longueuil artists and writers
To be eligible,
artists or writers must satisfy the general eligibility requirements
indicated earlier, reside in the territory of the Agglomération de
Longueuil and have resided in the Montérégie region during the
preceding 12 months.
The territory of the Agglomération de Longueuil comprises the
municipalities of Boucherville, Brossard, Saint-Bruno-de-Montarville,
Saint-Lambert and Longueuil, including its three boroughs (Greenfield
Park, Saint-Hubert and Vieux-Longueuil).
Section 2B - Support for Montérégie Est artists and writers
To be eligible,
artists or writers must satisfy the general eligibility requirements
indicated earlier, reside in the territory of Montérégie Est and have
resided in the Montérégie region during the preceding 12 months.
The territory of Montérégie Est comprises the municipalities of
Abercorn, Acton Vale, Ange-Gardien, Bedford, Belœil, Béthanie,
Bolton-Ouest, Brigham, Brome, Bromont, Calixa-Lavallée, Canton de
Bedford, Carignan, Chambly, Contrecœur, Cowansville, Dunham, East
Farnham, Farnham, Frelighsburg, Granby, Henryville, La Présentation,
Lac-Brome, Lacolle, Marieville, Richelieu, Massueville, McMasterville,
Mont-Saint-Grégoire, Mont-Saint-Hilaire, Notre-Dame-de-Stanbridge,
Noyan, Otterburn Park, Rougemont, Roxton Falls, Roxton Pond, Roxton,
Saint-Aimé, Saint-Alexandre, Saint-Alphonse, Saint-Amable,
Saint-Antoine-sur-Richelieu, Saint-Armand, Saint-Barnabé-Sud,

requirements indicated earlier, reside in the territory of the Vallée-du-Haut-Saint-Laurent
and have resided in the Montérégie region during the preceding 12
months.
The territory of the Vallée du-Haut-Saint-Laurent comprises the
municipalities of Akwesasne, Beauharnois, Candiac, Châteauguay,
Coteau-du-Lac, Delson, Dundee, Elgin, Franklin, Godmanchester, Havelock,
Hemmingford, Hinchinbrooke, Howick, Huntingdon, Hudson, Kahnawake, La
Prairie, Léry, Les Cèdres, Les Coteaux, L'Île-Cadieux, L'Île-Perrot,
Mercier, Napierville, Notre-Dame-de-l'Île-Perrot, Ormstown, Pincourt,
Pointe-des-Cascades, Pointe-Fortune, Rigaud, Rivière-Beaudette,
Salaberry-de-Valleyfield, Saint-Anicet, Sainte-Barbe, Sainte-Catherine,
Saint-Chrysostome, Saint-Constant, Saint-Étienne-de-Beauharnois,

Projects
submitted under section 2A formally involve partnership initiatives
linked to the community or interveners from the region. Moreover, they
must satisfy at least one of the following objectives:

encourage the realization and dissemination of the work of
artists or writers and artists' and writers' groups at all stages of
their careers;
-
support the initial phases of creation and dissemination among
young up-and-coming artists and writers.
Section 2B - Support for Montérégie Est artists and writers
Projects
submitted under section 2B formally involve partnership initiatives
linked to the Montérégie Est community or interveners from the region.
Moreover, they must satisfy at least one of the following objectives:
-
encourage the realization or the dissemination of the initial
creative works of artists or writers;
-
enhance the impact on and promote the circulation of professional
artistic productions in the territory of Montérégie Est;
-
publicize and promote the works of artists and writers among
different audiences.
Section 2C - Support for Vallée-du-Haut-Saint-Laurent artists and writers
Projects
submitted under section 2C formally involve partnership initiatives
linked to the Vallée-du-Haut-Saint-Laurent community or interveners
from the region. Moreover, they must satisfy at least one of the
following objectives:
-
encourage the emergence of collective artistic and literary
projects aimed at drawing closer together the artistic communities in
the territory;
-
support the realization of artists' and writers' residency
projects in the territory of the Vallée-du-Haut-Saint-Laurent;
-
encourage the realization or the dissemination of the initial
creative works of artists or writers;
-
enhance the impact and foster the dissemination and circulation
of professional artistic productions from the Vallée-du-Haut-Saint-Laurent.
TYPES
OF ELIGIBLE PROJECTS
The projects must involve any of the following forms of partnerships:
-
a creation or dissemination project that fosters the realization of
an initial professional commitment and allows for an initial public
performance;
-
a
dissemination project that relies on an original collaboration with,
for example, an educational institution, a library or a municipal
body;
ADDITIONAL
INFORMATION
Partnership
initiatives
The
Fonds pour les arts et les lettres de l'agglomération de Longueuil,
de la Montérégie Est et de la Vallée-du-Haut-Saint-Laurent seeks to
support projects that include partnership links with the community and
draw the artist closer to the public. This partnership can take
different forms:
-
a financial contribution from the organization or an offer of
service such as work and dissemination space, a territory for
installation, materials, specialized staff, equipment, and so on;
-
an original collaboration that profitably employs new sites for
the dissemination such as a manufacturing business, a church, a
municipal room or any other unconventional site that affords access to
artistic productions to new audiences. An artist may also create a work
that demands, at one stage in the creation process, participation by a
community group for young drop-outs, a group of workers or disabled
people, an association of citizens, staff from a CLSC, and so on.
The
supervisory partnership makes necessary supervision by a professional
artist with significant achievements to his credit and a young artist
beginning his career.
Studio-apartment
A
studio-apartment project offers artists and writers from the Vallée-du-Haut-Saint-Laurent
the possibility of engaging in artistic renewal and creation by giving
them access to a new, stimulating cultural milieu that fosters, in
particular, the exchange of artistic and literary viewpoints and helps
to establish durable ties between artists.

MAXIMUM
AMOUNT OF THE FINANCIAL ASSISTANCE
Section 2A - Support for agglomération de Longueuil artists and writers
The
maximum amount of financial assistance offered per fiscal year to an
artist or a writer may not exceed $15 000, and to a group, $20 000. The
amount granted may not represent more than 80% of the total cost of the
project.
Under
exceptional circumstances, an artist or a writer may be eligible for a
second grant in respect of the same project while the agreement is in
effect. However, he must justify and demonstrate the relevance of his
application and produce an activity report and a financial report.
Section 2B - Support for Montérégie Est artists and writers
The
maximum amount of financial assistance offered per fiscal year to an
artist or a writer may not exceed $10 000, and to a group, $15 000. The
amount granted may not represent more than 80% of the total cost of the
project.
The maximum amount awarded for the projects of young up-and-coming artists or writers is $10 000 and for an
artists' groups, $15 000. This amount combined with other government financial assistance may not account for more than 80% of the total cost of the project.
Under
exceptional circumstances, an artist or a writer may be eligible for a
second grant in respect of the same project while the agreement is in
effect. However, he must justify and demonstrate the relevance of his
application and produce an activity report and a financial report.
Section 2C - Support for Vallée-du-Haut-Saint-Laurent artists and writers
The
maximum amount of financial assistance offered per fiscal year to an
artist or a writer may not exceed $15 000, and to a group, $20 000. The
amount granted may not represent more than 80% of the total cost of the
project.
Under
exceptional circumstances, an artist or a writer may be eligible for a
second grant in respect of the same project while the agreement is in

ELIGIBLE
EXPENSES
Eligible
expenses include:
-
artistic production expenses, which offset the loss of or a reduction in
fixed income stemming from the realization of the project and cover the
cost of rent, food, telephone, electricity, childcare, and so on. These
expenses do not have to be itemized and are attributable to the artist
or to each member of a group;
-
the professional honoraria, travel expenses and per diem allowances of
contract workers such as collaborators, consultants, technicians or any
other specialist who contributes short-term expertise to the realization
of the project;
The
eligible expenses will be considered from the date of submission of the
project.

EVALUATION
CRITERIA
EVALUATION
OF THE PROJECTS
A
selection committee comprising resource persons from the arts and
literary communities in the Montérégie region will evaluate the
applications for financial assistance. The committee members are
recognized for their competence in their field and have a good knowledge
of the milieu in which they are working.
All of the applications are evaluated on their
merit, based on the specific objectives and evaluation criteria of the
Fonds pour les arts et les lettres de l'agglomération de Longueuil,
de la Montérégie Est et de la Vallée-du-Haut-Saint-Laurent. The selection takes into account both the comparative value of the
projects and the funds available. Furthermore, it is subject to the
approval of the CRÉ de l'agglomération de Longueuil and the FJL, the CRÉ-ME and the FJME,
the CRÉ-VHSL and the FJVHSL, and CALQ. The decision is final and
without appeal.
CALQ
makes available the names of members of a selection committee three
months after the decision.
ETHICS
The
members of the selection committee are subject to the code of ethics and
professional conduct in force at CALQ. All of them must act in good
faith in the exercise of their duties and avoid taking part in any
discussion concerning a grant application that might be marred by a
conflict of interest. Furthermore, they may not use for their own
purposes confidential or privileged information communicated to them.
ATTRIBUTION
PROCEDURES
The
amounts granted reflect the funds available, the budgets submitted and
the eligible expenses. The maximum amounts allocated to the Fonds pour
les arts et les lettres de l'agglomération de Longueuil, de la Montérégie
Est et de la Vallée-du-Haut-Saint-Laurent may not at any time be
increased, even in the case of a group project.
In
the case of a group, the financial assistance is divided equally among
all of the members of the group, unless a proposal signed by all them
establishing each member's share is submitted with the application.
In
accordance with the tax legislation in force, artists or writers must
declare the amount of the financial assistance granted to them. CALQ
issues on behalf of the partners to each grant recipient or member of a
group a tax slip and submits the list of grant recipients to the ministère
du Revenu.
The
partners may not award a grant in respect of the same expenses related
to a project already supported under another CALQ program or any other
organization whatsoever.
By
cashing the cheques covering the financial assistance granted to them,
artists or groups undertake to carry out the project indicated and to
comply with the conditions governing the payment of the grant.
Artists
or groups that are unable to carry out in whole or in part the
anticipated activity or that significantly modify the project or the
timetable for its realization must promptly contact CALQ to agree upon
an arrangement, failing which CALQ may demand the full repayment of the
grant.
The
grant recipient or the coordinator in the case of a group undertakes to
submit a detailed report on the use of the grant or the outcome of the
research conducted, along with a statement of the expenses incurred,
using the form report on the use of the grant. This report must be
submitted within a maximum of three months of the project's completion
and must be approved by CALQ. Artists must submit the report before they
submit a new application.
Research
findings and the rights that the artist holds in respect of any work,
estimate, drawing, document, plan, report, datum, invention, method or
process realized in conjunction with the program remains the artist's
property. However, the CALQ may reproduce certain of these documents
for internal management purposes.
Failure
to comply with any or all of these conditions may jeopardize the
artist's eligibility for subsequent grants.
PRESENTATION
OF THE APPLICATION
Applicants
must fill out the appropriate registration form and submit all of the
supporting documents requested. Only the original form signed by the
artist or by each member of the group is deemed to be valid. The
submission by fax or e-mail of the application is not permitted.
Application
forms are available on request from CALQ, the CRÉ de l'agglomération de Longueuil
and the
FJL, the CRÉ-ME and the FJME, the CRÉ-VHSL and the FJVHSL, and the
CMCC.
The
file must contain:
-
any other document to support the application for financial assistance:
the partners' mission, the curricula vitæ of the artists and
collaborators, a press kit, supporting letters, the timetable, and
visual or audio documentation.
Include
with the application five copies of one of the following documents,
identified with the applicant's name:
In
the realm of theatre, the circus arts and the multidisciplinary arts: a
recent work presented on DVD or CD or a selected compilation lasting not
more than 15 minutes.
In
the realm of dance: a maximum of three choreographies totalling not more
than 15 minutes recorded on DVD.
In
the realm of music: a recent recording on CD or DVD produced in a studio
or in concert of three works from three periods or of different genres.
In the case of choirs, the recording must include a cappella works.
In
the realm of the media arts, the visual arts, the arts and crafts, and
architecture: a maximum of 20 digital images or five DVDs or CDs or a
selected compilation lasting not more than 15 minutes.
In
the realm of literature and storytelling: a maximum of five books,
manuscripts, DVDs or CDs.
Recommendations
specific to a given medium
If the supporting items and documents cannot be presented in keeping with the recommendations below, please contact the CALQ.
Computer
media
Computer
media include all media that can be read only by a personal computer.
Please ensure that your computer media are readable in the Windows
environment, using one of the following software programs or plug-ins:

Note: The applicant is responsible for ensuring that all documents arrive intact and in the appropriate formats.
The CRÉ de l'agglomération de Longueuil, the FJL, the CRÉ-ME, the FJME, the CRÉ-VHSL, the
FJVHSL and CALQ are not responsible for the loss of the documents
submitted or damage that such documents sustain during transportation.
We recommend that applicants avoid submitting the originals of documents
or material to support the application.
Subject
to provisions in the Act respecting Access to documents held by public
bodies and the Protection of personal information, the CRÉ de l'agglomération de Longueuil, the FJL, the CRÉ-ME, the FJME, the CRÉ-VHSL, the FJVHSL and
CALQ et le CALQ must respect the confidentiality of the documents and
information in their possession and those submitted to them.
An
applicant who changes address after submitting his application must
notify CALQ promptly of the change of address to ensure that
correspondence reaches him at the new address.
STANDARDS
GOVERNING VISIBILITY AND THE USE OF LOGOS
An artist, a writer or an artists' group that
receives financial assistance under sections 2A, 2B and 2C must mention
the Fonds pour les arts et les lettres de l'agglomération de

in all promotional and information documents pertaining to the project. As
the case may be, the recipient must display the logos of CALQ, the CRÉ de l'agglomération de Longueuil
and the FJL for section 2A, the logos of CALQ, the CRÉ-ME
and the FJME for section 2B, and the logos of CALQ, the CRÉ-VHSL and
the FJVHSL for section 2C, in accordance with the standards governing
use in force.
Artists
and writers must use the logos in the following documents, as the case
may be: invitations, promotional brochures, exhibition catalogues,
performance programs, sound recording sleeves or booklets, audiovisual
material used for promotional purposes, the credits of a work, press
releases, mentions on the artist's Website, and so on.
All
of the logos must be of equivalent dimension. When the logos appear
horizontally, CALQ's logo must appear first to the left, followed by
those of the CRÉ and the FJ. When the logos are arranged vertically,
CALQ's logo must appear at the top, followed by those of the CRÉ and
the FJ.
The
artist or the group supported must comply with standards governing the
use of CALQ's logo, as described in a document available from CALQ and
on its Website (www.calq.gouv.qc.ca/normes/artistes_en.htm).
The
signatures must not be altered in any way.
To
obtain the logos of CALQ, the CRÉ and the FJ, grant recipients must
contact Valérie Vivier, development and cooperation advisor for the CRÉ de l'agglomération de Longueuil; Judith Bissonnette, development advisor for the CRÉ
de la Montérégie Est; and Christian Lamy, cultural development advisor
for the CRÉ de la Vallée-du-Haut-Saint-Laurent (see the “Place of
registration” section for their contact information).
REGISTRATION
DEADLINES
November 5, 2012
This program is updated each year. Please ensure that you have the version for the current year.
The
partners deem the postmark to be the date of reception of the
application.
Incomplete
applications or those received after the registration deadline are
ineligible.
DECISION
Applicants will receive a written response roughly three months after the registration deadline.
If
the application is accepted, the artist will receive with the
announcement letter a document describing all of the procedures and
conditions pertaining to the use of the grant.
