IMPORTANT: This program is not yet available through Mon Dossier CALQ. You must complete the grant application form available on the "Presentation of the application" section and mail it to the Council or drop it off at one of its offices. You cannot send your grant application by email.
Before submitting an application, it is recommended that you read the program carefully. If any questions remain after this reading or to validate its understanding, we suggest that you contact the person in charge of this program, by email or telephone, for information and advice on how to present your project and what to include in your application.
Foreword
The Conseil des arts et des lettres du Québec (Conseil) and the Conseil des arts de Montréal (CAM), in cooperation with Culture Montréal, have signed a Territorial Partnership Agreement for the Island of Montréal. This agreement is designed to encourage artistic and literary initiatives by awarding a first grant to an emerging artist or writer from the Montréal area.
Objectives
- Encourage artistic and literary initiatives by awarding a first Conseil grant to an emerging artist or writer from the Montréal area;
- To contribute to the development of emerging artists and writers from all origins.
Target applicants
This program is intended for emerging artists and writers who have never received a grant from the CALQ and who work in one or more of the disciplines supported by the CALQ. This link will open in a new window
Target applicants and eligibility
General criteria
This program is intended for emerging artists from all disciplines supported by the CALQ This link will open in a new window, who :
- reside in the Montréal area.
- have never received a grant from the CALQ.
To be eligible, applicants must satisfy either of the following criteria :
- have participated in at least one production independent of or subsequent to their education, presented in a context recognized by peers in circus arts, multidisciplinary arts, popular song, film and video art, storytelling, spoken word creation in the literary domain, dance, music or theatre.
OR
- have disseminated a work or body of work publicly at sites or in a context recognized by peers in digital arts, visual arts (including comic strips) and arts and crafts, or have publicly disseminated a work in architectural research. These works must have been produced independent of or subsequent to the artist's training.
OR
- have published, in a context recognized by peers, at least one book or three texts in a literary genre eligible for the CALQ. Electronic publications and self-published works are also eligible. A context recognized by peers does not include the university research and academic publishing milieus.
Emerging Artist
Also, to qualify as an emerging artist, the applicant :
- must have a maximum of five years of professional artistic practice at the time of filing the application.
The number of years of professional artistic practice is determined taking into account the applicant’s overall career and includes the number of years of practice in another discipline.
In literature
- An emerging writer must not have published more than two books or disseminated five texts in a literary genre eligible for a grant offered by the CALQ.
- Storytellers or spoken word artists This link will open in a new window in the literary domain may not have participated in more than six events recognized by their peers.
Status
Any artist whose candidacy is submitted must be a Canadian citizen or landed immigrant as contemplated in section 2(1) of the Immigration and Refugee Protection Act and in both instances must have resided in the Montréal region for at least one year.
A professional artist is defined as follows:
- They declare themselves to be professional artists.
- They create works or practice an art of their own account or offer their services for remuneration as creators or performers, especially in fields under the CALQ's responsibility.
- They have gained the recognition of their peers and
- disseminate or publicly perform their works in places or contexts recognized by their peers.
Ineligibility
Staff members of partner organizations for this program.
Rules
These rules govern all CALQ grant programs.
You can submit up to five separate applications and receive a maximum of five grants per CALQ fiscal year, from April 1st to March 31st. All applications submitted, including those deemed ineligible, are counted in the annual maximum.
Applications with a fixed date:
The fiscal year a grant application falls under is indicated under the application date for each program in the ''Presentation of the application'' section.
Apply any time:
Travel, Circulation of Works Within Québec, Circulation of Works Outside Québec:
Applications submitted between March 1st and 31st inclusively are counted for the following fiscal year.
Others :
Applications received between February 24 and March 31st inclusively will be recorded in the following fiscal year.
You may not have more than three projects being considered, supported or under way at the same time.
If you have received financial support from one of the CALQ’s grant programs, you must produce a Grant Use Report within three months after the completion of the project. To be eligible to submit a new application, you must have submitted Grant Use Reports for all projects that have reached their end, and these reports must be approved by the CALQ. The official end date for the project is the date you set when applying.
Failure to meet deadlines for the submission of projects will render your application ineligible.
Eligible projects and expenses
Examples of eligible projects
- Dramatic or theatrical writing project or adaptation of a work for the stage.
- Composition project.
- Writing a work of fiction (novel, poetry, short stories, etc.).
- Design, production and technical experimentation for a digital or cinematographic work.
- Production of a body of work in the visual arts.
- Artistic project that establishes a collaboration or partnership with the community.
- Exploratory research.
Special conditions in film and video art
For projects submitted, the artist-auteur must show that he exercises full control over the content and the direction of his work as well as all production and distribution agreements. He holds all reproduction and public exhibition rights for his work and can, by granting a license, extend such rights to a producer or an independent distributor.
Ineligible projets
In addition to items presented in the General list of ineligible projects This link will open in a new window , certain restrictions apply :
- Project produced by or with a corporation or a partnership of which the applying artist is a shareholder or partner; project produced by or with a non-profit organization of which the applying artist is an employee.
- A project related to the university research and educational publishing sectors.
- A project aimed at the realization of a business or marketing plan.
- A project of a didactic or historical nature.
- A project related to a fundraising campaign.
- In literature, a publishing or republishing project including copyediting and proofreading.
Expenses
- Creation expenses, attributable to the artist applicant.
- Research expenses.
- Expert’s fees, including honoraria.
- Fees for participant artists and collaborators (excluding the artist applicant).
- Production expenses such as workshop rental, expenditures for materials, equipment rental.
- Transportation expenses.
- Travel-related expenses.
- Living expenses (hotel and meals).
- Promotion expenses.
The purchase of specialized equipment is eligible solely with regard to equipment required to carry out the project that cannot be rented or whose purchase price is lower than the rental price. Supporting documents must be submitted.
Only costs incurred from the date of submission of the project will be considered eligible.
Maximum amount
$15,000
The Conseil and the partners cannot award a grant in respect of the same expenses related to a project already supported under another program of the Conseil or any other organization whatsoever.
Financial support is available for artists with disabilities with a view to ensuring access to CALQ's services. Please complete the relevant section of your official form if you would like to submit an application.
Evaluation of applications
Process
Grant applications are evaluated by selection committees, the majority of whose members as per the agreement must originate from the identified territory. They must be familiar with the arts and literature scene on their territory and be recognized in the cultural milieu for their expertise.
All applications are assessed on their merit, in light of the specified objectives and evaluation criteria. The selection takes into account both the comparative value of the projects and the funds available. During the committee’s selection process, the members make recommendations to the Conseil’s board of directors and to its financial partners for ratification.
All decisions are final and are not subject to appeal.
Three months after the announcement of the results, the Conseil makes available the names of the members of a selection committee.
Ethics
Board members, employees and members of juries and committees of the CALQ are subject toCodes of ethics and professional conduct This link will open in a new window. All must act in good faith in performing their duties and refrain from taking part in any discussion concerning a grant application that risks creating a conflict of interest. Confidential or privileged information transmitted to them may not be used for personal reasons.
Decision
The Conseil will inform the applicant of its decision approximately four months after the application deadline.
An applicant registered for Mon Dossier CALQ will receive an email inviting him to consult his online file to find out the result.
If the application is successful, along with the announcement letter the applicant will receive a document describing the terms and conditions governing the use of the grant.
If the application is unsuccessful and the applicant is not registered for Mon Dossier CALQ, the Conseil will communicate its decision in writing.
After receiving the results, the applicant may request the jury's or the evaluator's general rankings of the project for each evaluation criterion.
The CALQ wishes to reiterate that its decisions are final and without appeal. No form of verbal abuse, harassment or intimidation towards its team after a decision is rendered, nor at any point in the application process, is tolerated.
Presentation of the application
Registration
January 19, 2022
An application filed for this grant program will be treated in the 2021-2022 fiscal year.
The project start date cannot be earlier than the registration deadline.
This program is updated each year. Please ensure that you have the version for the current year.
The date of submission online is deemed to be the date of receipt of the application. Incomplete applications and those submitted after the application deadline are not accepted.
If the registration deadline falls on a weekend or statutory holiday, it moves to the next business day.
The Conseil sends an email acknowledgement of receipt. Applicants registered for Mon Dossier CALQ can track the progress of their grant application file’s processing directly in their online file.
Contents of the application file
Exceptionally, in the context of the COVID-19 pandemic, the Conseil des arts et des lettres du Québec agrees to receive the application file by WeTransfer. Instructions for sending can be found in the Project Description application form.
The required file contents are detailed on the application form. Letters of recommendation are not submitted to the jury.
Subject to the provisions of the Act respecting Access to documents held by public bodies and the Protection of personal information, the Conseil respects the confidentiality of the documents and information in its possession and of those sent to it.
Obligations and reports
Awarding of grants
The amounts granted reflect the funds available, the budgets submitted and the eligible expenses.
In accordance with tax legislation, a grant recipient is bound to declare the amount of the grant awarded. A tax statement will be produced for each grant recipient and the list of supported artists will be submitted to the Revenue Ministry.
By cashing a grant cheque, the artist enters into a commitment to carry out the project planned and comply with the conditions governing the use of the grant.
For further information…
The grant recipient has three years from the application registration date to complete the project supported. The end of this period is the project expiry date. Should the artist fail to comply with this condition, the Conseil may demand repayment of the amount disbursed. Moreover, should the artist die or be disabled prior to completion of the anticipated activity, the Conseil may demand repayment of the grant prorated to the state of advancement of the activity.
Research results, as well as any rights an artist may hold on any work, specification, drawing, document, plan, report, datum, invention, method or process produced in conjunction with the program remain the property of the artist. However, the Conseil and the partners may reproduce certain of these documents for the purposes of internal management and promotion.
Report on the use of a grant
The grant recipient undertakes to submit a detailed report on the use of the grant or the results of the research and a summary of expenses incurred, using the Report on the use of the grant form provided by the Conseil. This report must be submitted within three months after the end of a project. To be eligible to submit a new application, a grant recipient must have submitted the reports on the use of grants for all projects that have reached their end date, and these reports must be approved by the Conseil. The official project end date is determined by the candidate upon registration.
Visibility and use of the Conseil’s logo
The grant recipient that receives financial assistance must mention the name of the program on all promotional and information documents related to the project. The logos of the Conseil and those of other financial partners must also appear, and this, in conformity with the standards governing the use of logos in effect.
Grant recipients must use the logos in the following documents, if applicable: invitations, promotional brochures, exhibition catalogues, performance programmes, recording covers or booklets, audiovisual material used for promotion, the credits of a work, press releases, a mention on the artist’s website, and so on.
All the logos must be of an equivalent dimension. In a horizontal sequence, the Conseil's logo should appear first on the left, followed by those of the other financial partners. To identify these, please refer to the header for the corresponding program. In a vertical sequence, the same order is followed from the top.
The grant recipient that receives financial assistance must comply with Standards governing the use of the Conseil's logo This link will open in a new window.
The logos must not be altered in any way.
To obtain the logos for the Conseil and its partners, grant recipients should communicate with the communications coordinator (contact information is listed under the “Presentation of the application” heading for the program concerned).
Further eligibility
Failure to comply with any of the foregoing conditions may jeopardize an artist's eligibility to submit a subsequent application.
