Foreword
Recognizing the importance the Québec government accords to forming durable cultural ties with Bavaria, the Conseil des arts et des lettres du Québec (Conseil) has entered into a partnership agreement with the Oberpfalzer Kunstlerhaus cultural facility to engage in a creation and renewal residency program in literature and comic book art (including the graphic novel) between Québec and Bavaria.
In the context of this exchange, a Québec writer or comic book artist can reside for a two-month sojourn in one of the five studio-apartments at the Oberpfalzer Kunstlerhaus cultural facility in the municipality of Schwandorf-Fronberg and correspondingly a Bavarian writer, a comic book artist or a translator will engage in a creative residency of the same duration in Québec, in collaboration with la Maison de la littérature de Québec and l’Institut Canadien de Québec.
In Bavaria, cartoonists will be encouraged to participate in the Comic Salon Erlangen, the years in which it takes place.
Objectives
Conseil's studio-apartment residency program has five objectives:

- To foster artistic renewal for artists and writers by giving them access to a new and stimulating cultural environment.
- To facilitate exchanges of artistic or literary viewpoints and contribute to the formation of durable ties between artists from Québec and abroad.
- To promote the work and career development of Québec artists internationally.
- To develop new networks for artistic creation, production and dissemination.
